1.奖学金内容和标准
“辽宁省政府外国留学生奖学金”为全额奖学金。学生类别为博士研究生，专业学习期限为4年，奖学金资助期限4年。内容包括：注册费、学费、
实验费、实习费、基本教材费、校内住宿费、综合保险、基本生活费、导师津贴费等。国际旅费自行负担。奖学金生生活费按月发给，标准为：
3500元人民币／人／月。

3.申请人资格
（1）拥有外国国籍的公民，身体健康；
（2）遵守中国政府的法律法规，遵守学校的规章制度；
（3）具有中国教育部认可的硕士学位，年龄不超过40周岁；
（4）申请人须毕业于世界知名大学或者与大连海事大学有合作项目的大学且学习成绩优秀，需要有两名教授的推荐；
（5）申请人所申请的专业需与其最高学历专业属于同一学科门类；
（6）未同时获得中国政府其他各类奖学金。
4.申请日期
申请截止日期为4月30日。
5.申请流程/途径
（1） 申请人须将奖学金申请材料于4月30日前寄至大连海事大学留学生教育中心。留学生教育中心对申请者的资格和申请材料认定后，将合格的申请者材料送相关院系。
（2） 大连海事大学会同相关专家进行最终评审。评审结果于5月中下旬在留学海大网站公示。
（3） 大连海事大学在评审工作结束后将结果报辽宁省教育厅备案。被提名的候选人，经辽宁省教育厅审核合格，即可获得辽宁省政府奖学金资助来华学习。
（4） 大连海事大学将在7月31日前将录取通知书和签证申请表（JW202）等入学材料寄给申请人。
6.申请所需材料
申请人必须如实填写和提交以下申请材料（申请材料须为纸质版、一式三份）
（1）《辽宁省政府外国留学生奖学金申请表》(由省教育厅统一印制)；
（2）经过公证的最高学历证明：申请者须提供经公证的硕士及本科毕业证书；非中、英文本的证书还需附上经公证的中文或英文的翻译件。所有公证件都需提供原件。
注： ① 如果申请者为应届毕业生, 请提交就读学校出具的在学证明（必须注明预计毕业、获得毕业证书的时间）
② 如果申请人为在职人员，除提交相关学历证明，还需提交就业单位出具的在职证明，均须原件。
（3） 学习成绩单：申请者需提供经公证的硕士及本科学习阶段全部成绩单原件。非中、英文本的成绩单需附上经公证的中文或英文的翻译件。所有公证件都需提供原件。
（4）HSK证书：如果申请人申请汉语授课项目，需提供五级或以上证书；无相应等级HSK 证书者需参加我校汉语水平测试，成绩达到相当于五级或五级以上方可进入我校学习博士专业。
（5） 《外国人体格检查表》复印件（复印件需附照片，原件自行保存。此表格由中国卫生检疫部门统一印制，可从留学基金管理委员会网站下载
(http://www.csc.edu.cn/laihua/或http://www.campuschina.org）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效。鉴于检查结果有效期为6个月，请申请人据此确定本人进行体检的时间。
（6） 来华学习和研究计划：用中文撰写学习计划不得少于3000字，用英文撰写的学习计划不得少于2500字。内容应包括学历背景和工作经历、学术研究成果、拟研究计划、毕业后的个人发展目标等。
（7） 推荐信：申请者须提交两封教授或副教授的推荐信。非中、英文本的证书需附上经公证的中文或英文的翻译件。所有公证件都需提供原件。
（8） 有效护照的复印件：请提供完整的个人信息页的复印件。
（9） 如有已发表的论文、获奖证书等其他能够证明自己学业成就和研究能力的资料，请提供论文题目、摘要、发表刊物以及证明文件；
上述申请材料由各高等学校受理后，在上报审批时一并送达省教育厅，省教育厅不受理个人的申请。不论录取与否，申请人的申请材料均不退还。
