Introduction of China-ASEAN Elite Scholarship
In order to promote mutual understanding and friendship between the Chinese people and the people of ASEAN countries, and in response to the call of the leaders of China and ASEAN countries to promote humanistic exchanges and enhance educational exchanges and cooperation between China and ASEAN member countries, the Chinese government has funded the China-ASEAN Elite Scholarships, which aims to promote the further consolidation of the pillars of humanistic exchanges in China-ASEAN relations and the building of a closer community of destiny.
The China-ASEAN Elite Scholarship is specially designed for young professionals from ASEAN member countries who have working experience. The program is funded by the Chinese government through the China-ASEAN Cooperation Fund.
The China-ASEAN Elite Scholarships will support citizens of ASEAN member states to come to China to study for master's or doctoral degrees, short-term advanced training, or short-term group training programs, and fully subsidize the expenses related to the participants' study or training in China.
Second China-ASEAN Elite Scholarship Enrollment Guidelines
I. Funding Categories, Duration and Language of Instruction
Funding category: Outstanding young people from ASEAN member countries with working experience to study in China for master's or doctoral degree, short-term advanced training or short-term group training programs.
Duration: The duration of the subsidy will be accordingly for each category of students, and the subsidized students must complete their studies within the subsidy period, as shown in the following table:

Language of instruction: English. In principle, applicants must choose an English-medium program and meet the English language requirements of the applicant's institution and related program.
II. Content of Funding and Annual Assessment
Full scholarship, including: tuition, accommodation, living expenses, international travel expenses, one-time placement fee and comprehensive insurance.
Scholarship annual evaluation: Scholarship students will be evaluated annually by the China Scholarship Council and the admitted institutions on their performance in their studies to decide whether they will continue to enjoy the scholarship. Students who fail to pass the annual evaluation of the scholarship will be expelled or disqualified from the scholarship.
Application Methods and Time
Applicants should apply to the ACYLS national focal points in their home countries within the stipulated period of time. Outstanding lecturers and staff from ASEAN's elite universities may apply through the ASEAN Universities Network Secretariat (AUN) from the beginning of January to March, and the deadline for application should be checked with the national focal points in their home countries.
IV. Application Requirements
1. Non-Chinese citizens of ASEAN member countries (including: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam).
2. Physically and mentally healthy.
3. Have an interest in China and Chinese culture.
4. Educational and age requirements:
●Those who come to China to pursue a master's degree must have a bachelor's degree and be no older than 45 years old;
●Those who come to China to study for a doctoral degree must have a master's degree and be no older than 45 years old;
●Those who come to China to study as advanced students must have a bachelor's degree or above;
5. Must have at least one year of working experience in government departments, public or private organizations, universities, think tanks or similar social institutions;
6. Experience of working or studying in China, or having worked on exchanges with China or China-ASEAN relations is preferred.
7. Proficient English language skills (e.g. IELTS 6.0 or TOEFL 80 or above)
8. Not concurrently awarded other Chinese government scholarships.
9. Satisfy other entrance requirements of the relevant program of the institution to which you are applying.
V. Application Process
1.Applicants shall log in the "Management Information System for Chinese Government Scholarships for Studying in China" (after visiting http://www.campuschina.org, click on the icon of "Management Information System for Chinese Government Scholarships for Studying in China" to enter the system) and fill in the online application information and submit application materials. (After visiting , click the icon of "Chinese Government Scholarship for Studying in China Management Information System" to enter the system), fill in the online application information, submit application materials and submit the application online;
2.Applicants shall prepare corresponding materials according to the requirements of the "List of Application Materials" and submit the paper materials to the competent authorities of their own countries or the Secretariat of ASEAN University Network within the specified time. The competent authorities of ASEAN countries and the Secretariat of ASEAN University Network shall examine the qualifications of the applicants, and then submit the recommended candidates of their own countries to the Joint Committee of Jakarta, which will evaluate and determine the final selection of the applicants. The Jakarta Joint Committee will evaluate and determine the final recommendation;
3.The Scholarship Council only accepts applications from candidates recommended by the Jakarta Joint Committee, and does not accept individual applications. The Scholarship Council has the right to make necessary adjustments to the applicants' institutions.
Application Materials
Applicants must provide true and valid documents in accordance with the requirements of the "Management Information System for Chinese Government Scholarships for Studying in China" and upload clear scanned copies of the documents in the system; application materials that do not comply with the above requirements will affect the results of the admission of the applicants.
Applicants shall submit the application materials according to the relevant requirements when submitting their applications to the competent authorities of their home countries or the Secretariat of ASEAN University Association (AUA).
VII. Program Institutions and Majors
China-ASEAN Elite Scholarship is currently implemented by 33 Chinese institutions (the list of institutions is attached). Applicants are required to choose one to three voluntary institutions within the designated Chinese program institutions, and the China Scholarship Council will arrange for the admission of the applicants according to their voluntary institutions and majors.
VIII. Admission and Notification
1.The China Scholarship Council is responsible for arranging the admission of the reviewed and approved applications to the volunteer schools. The Scholarship Council has the right to make appropriate adjustments to the schools and majors chosen by the applicants according to the requirements of the scholarship funding, the acceptance capacity of the scholarship institutions, the requirements of the major academic program and the conditions of the applicants, etc., and the schools will determine the results of the admission;
2.Scholarship results will be notified to the candidates by the Scholarship Council before July 31, and the admitted institutions will issue the Letter of Acceptance and the Confirmation Form for Foreign Students Studying in China (Form JW201) to the students;
3.Scholarship recipients are in principle not allowed to apply for changing the admission institutions, study majors and study period specified in the Admission Notice after coming to China;
4.Scholarship eligibility will not be retained for those who cannot come to study in China according to the admission deadline.
Note: Applicants are requested to make sure that their current contact information in the "Management Information System for Chinese Government Scholarships for Studying in China" is accurate, detailed and valid.
Changes of Admission Institutions, Study Majors and Study Periods
In principle, scholarship students are not allowed to change the admission institution, study major and study period after coming to China. If there is a need to change due to special reasons, an application must be submitted to the China Scholarship Council and approved by the Jakarta Joint Committee before the change is allowed.
Timeframe for Enrollment and Admission
Early January-March
Applicants inquire with the international student dispatching organization of their home country's Ministry of Education, complete the online application, and submit the application.
March-April
The educational authority of the home country submits the list of recommended candidates and materials to the Jakarta Joint Committee, and the Jakarta Joint Committee examines and approves them.
May-June
China Scholarship Council arranges for admission to the program institutions
End of July
Scholarship Council notifies candidates of the acceptance results after confirmation by the Jakarta Joint Committee and sends acceptance materials.
August
Scholarship recipients receive acceptance materials and go through the procedures for coming to China.

Fourth List of application materials
1.Chinese Government Scholarship Application Form (Chinese or English);
2.Notarized certificate of highest academic qualification. Texts in languages other than English or Chinese must be accompanied by notarized translations into Chinese or English;
3.Academic transcripts. Notarized translations in Chinese or English must be attached to documents in languages other than English or Chinese;
4.Study or research program in China. (not less than 500 words for advanced students and not less than 800 words for postgraduate students), written in Chinese or English;
5.Letter of recommendation. Applicants for master's or doctoral degree or those who apply to study in China as advanced students must submit two letters of recommendation, including one letter of recommendation from the organization and one letter of recommendation from an academic institution, written in Chinese or English;
6.Applicants under the age of 18 must submit relevant legal documents from their legal guardians in China;
7.Proof of English language proficiency (IELTS 6.0 / TOEFL 80 or above, and the equivalent level of other internationally recognized English proficiency tests);
8.Applicants who come to China to study for more than 6 months are required to submit a scanned copy of the "Medical Examination Form for Foreigners" (keep the original on your own, this form is uniformly printed by China's health and quarantine authorities, a template is attached, and it must be filled out in English). The applicant shall strictly follow the items required in the Foreigner Physical Examination Form. The Foreigner's Physical Examination Form with missing items, without a photo of the applicant or without a riding seal on the photo, and without the signature and seal of the physician and the hospital is invalid. Since the results of the examination are valid for six months, applicants are requested to determine the time of their medical examination accordingly;
9.Personal resume (personal background information and post-high school study and work experience) (uploaded in the system under "Other Supporting Documents").
Operation Procedure of China Government Scholarship Management Information System
Step 1: Visit the website of "Study in China", click the icon of "Management Information System of Chinese Government Scholarship for Studying in China" to enter the application system.

Step 2: The type of study abroad program and the number of the accepting organization are required fields in the "Chinese Government Scholarships for Studying in China Management Information System". Please select "Class A" as the type of study abroad program, and the accepting organization number is "0025".
After the applicant fills in the form, the system will automatically display the name of the accepting department represented by the organization number. There is a correspondence between the type of study abroad program and the accepting organization number, so if you fill in the wrong information, the scholarship accepting department will not be able to receive the online application information.
Step 3: Complete the entry of all application information and upload supplementary materials according to the list on the left side of the page one by one, please make sure that the information and materials are correct, true and valid.
There is a correspondence between "academic discipline" and "major", applicants can only select the correct "academic discipline" before selecting the corresponding "academic discipline". The applicant can only select the "major" that is included in the "academic discipline" after selecting the correct "academic discipline". If you have any questions about the subject categories, you can download the "Specialty Comparison Table" from the "Help" menu.
Step 4: Before submitting your application, please double-check all information and supplementary documents.
Step 5: Before the application is accepted, the applicant can modify the submitted application by clicking "Withdraw and Modify Application". After the application has been withdrawn, the applicant must submit it again after editing, otherwise the application will not be accepted.
Step 6: Click "Print Application" to download the application form.
Step 7: Submit the application materials as required by the Elite Scholarship authorities in your country.

Applicants must complete all application information in Chinese or English.
VI. Information for Coming to China
I. Visa to China
Candidates who have been awarded scholarships must apply for visas to study in China at the Chinese Embassy (Consulate General) or other Chinese visa authorities abroad with the Letter of Acceptance, a copy of the Confirmation of Coming to China for Foreign Students (JW201) and the original copy of the Foreigner's Physical Examination Form, as well as their own valid passports (including "X1" visas for those who have come to China for more than six months and "X2" visas for those who have come for less than six months). For those who come to China to study for more than six months, they should apply for "X1" visa; for those who come to China to study for less than six months, they can apply for "X2" visa). Those who come to China with other kinds of passports or visas or without the above documents will not be enrolled in the school and will not be allowed to apply for residence in China.
Students are responsible for all the expenses incurred in the visa application process.
Registration, Health Certification and Residence Permit
1.Check-in and Registration
Scholarship recipients shall report to the designated school for registration according to the date of enrollment specified in the Admission Notice with the documents including the Admission Notice, Confirmation of Coming to China for Foreign Students (Form JW201) and Foreigner's Physical Examination Form. Those who are unable to report to school on the scheduled date for any reason should apply directly to the school concerned for leave of absence. Those who do not report to the school after the due date without the school's approval will be treated as having automatically given up their academic status, and their eligibility for the scholarship they have received will be automatically canceled.
2.Health certificate and residence permit
Health certification: Scholarship students who come to China to study for more than six months must go to the health quarantine department in the place where the school is located to apply for health certification with their passports, Admission Notice, Foreigner's Physical Examination Form, and blood test slips after coming to China. Those who do not pass the Foreigner Physical Examination Form will be asked to undergo a new physical examination. Those who refuse to undergo the medical examination or who are found to be suffering from diseases that are prohibited from entering the country under Chinese law after the medical examination will be given a deadline to leave the country and return home.
Residence Permit: After arriving in China, scholarship students must apply for a residence permit at the public security department in the place where the school is located with their passports, Letter of Acceptance, Confirmation of Entry into China for Foreign Students (Form JW201), valid health certificates, and photographs that meet the requirements within the time limit set by the visa authorities.
III. Mode of Subsidizing International Travel Expenses
1. For master's degree and doctoral degree students, China-ASEAN Elite Scholarship provides round-trip international travel expenses for their first visit to China and return to their home countries after graduation, and one round-trip international travel expense for visiting relatives at the end of each academic year during the period of support, excluding the graduation year. Students are required to purchase their own air tickets (economy class only) in accordance with the relevant regulations and apply for reimbursement of travel expenses from their schools with the original relevant bills.
2. For advanced students, the China-ASEAN Elite Scholarship provides a one-time round-trip international travel expense to the recipients of the scholarship, and the students should purchase their own air tickets (economy class only) in accordance with the relevant regulations and apply for reimbursement of the travel expense from their schools with the original relevant bills.
3. For trainees participating in short-term groups, the China-ASEAN Elite Scholarship provides one-time round-trip international travel expenses to the recipients, and the air tickets (economy class only) are uniformly purchased by the host universities.
