一、奖学金宗旨
为支持国家“一带一路”战略，助推教育部“一带一路”教育行动，鼓励、吸引“一带一路”沿线国家优秀留学生，学校特设来华留学生“丝绸之路”校长奖学金。
二、奖学金评定、管理原则
“丝绸之路”校长奖学金秉着“公平、公正、公开”的原则进行评审；遵循安全、守法、高效、专款专用的原则进行管理。
三、申请人资格
（一）非中国国籍公民，“一带一路”沿线国家优秀学生。沿线国家参照国家“丝绸之路”奖学金适用国家名单。
（二）热爱中国，身体健康。
（三）申请在我校攻读硕士学位的来华留学生。
（四）优秀本科毕业来华留学生，学习成绩优良（平均分85分以上或GPA3.0以上），汉语水平HSK5级，攻读硕士学位者须具有一定的科研能力。
（五）未同时获得其他奖学金资助。
四、奖学金名额及资助标准
（一）每年度评选2人。
（二）资助标准：免学费、住宿费，提供生活费（硕士：1300元/月）。
五、奖学金期限
资助3年。
六、奖学金申请材料
（一）《长春大学来华留学生“丝绸之路”校长奖学金申请表》。
（二）本科学历毕业证明。如申请人为在校生，须提供本人就读学校出具的在学证明及按时毕业证明。中英文以外文本须附经公证的中文或英文的译文。
（三）本科阶段全部课程成绩单。中英文以外文本须附经公证的中文或英文的译文。
（四）来华学习和研究计划。
（五）两封所在本科院校导师出具的推荐信，须用中文或英文书写。
（六）HSK5级成绩单。
（七）健康证明及无犯罪证明。
（八）护照首页复印件。
七、奖学金申请办法
（一）申请人须下载《长春大学来华留学生“丝绸之路”校长奖学金申请表》，填写后与其他申请材料一同邮寄至长春大学国际教育学院，由国际教育学院组织申报专业所在院系共同进行评审。
（二）申请人条件或申请材料不符合规定和要求的，视为申请无效，不予受理。所有申请材料不予退还。
八、奖学金申请时间
每年6月1日至7月31日申请。
九、奖学金管理办法
（一）享受 “丝绸之路”校长奖学金的来华留学生每个月15日至20日必须到国际教育学院签到。如不能按时签到，将停发当月奖学金且不补发。请假超过15天或休学期间奖学金停发且不补发。未经请假，无故连续三个月未到国际教育学院签到者，取消奖学金资格。
（二）享受“丝绸之路”校长奖学金的来华留学生每年须要参加国际教育学院的年度评审。通过评审者将于下一年度继续享受奖学金，评审不合格者将被取消奖学金资格。评审时间为每年5月。有下列情况之一者，不得参加奖学金评审并取消奖学金资格：
1.奖学金发放期间违反学校校规、中国法律；
2.奖学金生未请假而不按时来校注册、非健康原因离校或者旷课，时间超过一个月者；
3.每学年课程有20%的考试、考查课成绩不及格者；
4.达到留级条件的留学生。
（三）“丝绸之路”奖学金获得者，如因个人原因不能按期完成学业，奖学金不予延长。
（四）奖学金获得者因个人原因在获得奖学金后中断学业，将被视为自动放弃奖学金资格。
