一、 计划简介
中国科学院与发展中国家科学院为了培养发展中国家人才，提高发展中国家科技创新和区域发展能力，根据中科院与发展中国家科学院相关协议，中科院设立“中国科学院与发展中国家科学院院长奖学金计划。
二、 资助内容与标准
1. 奖学金生在校学习期间免除学费。
2. 奖学金生入学后将获得生活费（含食宿、保险、交通等相关费用）资助，标准为在通过博士生资格考试前每月7000元，在通过之后每月8000元。对于在规定期限内连续两次未通过国科大国际学院组织的博士生资格考试者，将依照相关规定，免去其院长奖学金生资格并终止其博士学习。
3. 奖学金生首次从本国来华产生的单程国际旅费，须由本人向国科大奖学金计办公室提出申请并在获得批准后，按照中科院与发展中国家科学院的相关协议给予资助。奖学金生须在旅费实际发生前提出申请。若奖学金生在申请该奖学金计划时，正在中国，则不予资助其旅费。每位奖学金生在校学习期间只能获得一次旅费资助。
4. 首次来华所需签证费也依相关协议予以资助。若奖学金生在申请本计划时，正在中国，则不予资助其签证费。每位奖学金生在校学习期间只能获得一次签证费资助。
三、 资助年限
奖学金计划的资助期限不超过4年，学习分阶段进行：
1. 在国科大完成集中培训和课程学习，累计最长1年，包括为期约4个月的汉语、中国文化课及专业课学习；
2. 在培养单位（研究所/院系）参加科研实践，完成学位论文。
四、 申请条件
1. 1983年1月1日（含）以后出生；
2. 非中国国籍；
3. 符合国科大国际学生入学条件；
4. 已获得硕士学位或在2018年9月前能获得硕士学位；
5. 熟练掌握英语或汉语；
6. 保证在本计划资助期间进行全日制学习，不得从事其他工作；
7. 保证完成学业后回国服务。
注意事项：
1. 已在中国攻读博士学位者不得申请本计划。
2. 申请人不得同时通过国科大和中国科技大学申请本计划。
3. 申请人不得同时通过两个（或以上）的培养单位申请本计划。
申请人不得同时通过两位（或以上）导师申请本计划。
五、 申请步骤与材料
1. 申请人确定符合申请资格，联系并获得国科大一名导师接收。
2. 提交网上奖学金申请 http://www.fellowship.cas.cn/dms/
3. 申请人提交网申入学申请 http://adis.ucas.ac.cn
4. 申请材料：
普通护照个人信息页扫描件（护照有效期须2年以上）；
个人简历（需包含科研经历简介）；
外国人体格检查记录；
硕士及学士学位证明；
申请人如为在校生，需提交本人就读学校出具的在读预毕业证明，获得学位证书后需补交。
硕士及本科期间的成绩单；
英语或汉语水平证明；
详细的研究计划；
已发表的具有代表性的最多5篇学术论文题录及论文首页复印件的扫描件（如有），请勿提供未经发表的论文；
两封独立的推荐信。
