一、奖学金宗旨
为鼓励、吸引在校优秀留学生与准备来华的外国优秀留学生，大力发展我校英文授课项目，哈尔滨工业大学与大庆中油庆瑞石油科技有限公司联合创立了哈工大外国留学生庆瑞奖学金（以下简称庆瑞奖学金）。本奖学金由大庆中油庆瑞石油科技有限公司出资，哈尔滨工业大学国际教育学院负责管理，并建立专门账户列支。
二、奖学金评定、管理原则
庆瑞奖学金秉着“公平、公正、公开”的原则进行评审；遵循安全、守法、高效、专款专用的原则进行管理。
三、申请人资格
1、非中国国籍公民，身体健康；
2、准备来我校攻读英文授课项目本科或硕士学位的外国留学生，优秀中文授课本科留学生，学习成绩优良，攻读硕士学位者需具有较强的科研能力；
3、未同时获得其他奖学金资助。
四、奖学金标准
一等奖学金：免学费、住宿费、提供生活费（本科：1000元/月，硕士：1300元/月）；
二等奖学金：免学费及住宿费
三等奖学金：免学费
五、奖学金期限
本科：4年（建筑学院5年）
硕士：2年
六、奖学金申请材料
本科：
1、《哈工大外国留学生庆瑞奖学金申请表》
2、高中毕业证明。如申请人为应届毕业生，需提供本人就读学校出具的预计毕业证明。中英文以外文本需附经公证的中文或英文的译文。
3、高中阶段全部课程成绩单。中英文以外文本需附经公证的中文或英文的译文。
4、中文授课：HSK-4级成绩单（除汉语言文学专业）； 英文授课： TOEFL（90）、IELTS（5.5）成绩单。
5、学习计划。
6、护照复印件。
硕士研究生：
1、《哈工大外国留学生庆瑞奖学金申请表》
2、本科学历毕业证明。如申请人为在校生，需提供本人就读学校出具的预计毕业证明。中英文以外文本需附经公证的中文或英文的译文。
3、本科阶段全部课程成绩单。中英文以外文本需附经公证的中文或英文的译文。
4、来华学习和研究计划。
5、两封教授或副教授推荐信，需用中文或英文书写。
6、TOEFL（90）、IELTS（5.5）成绩单。
7、护照复印件。
七、奖学金申请办法
1、已在我校就读的应届毕业留学生可下载《哈工大外国留学生庆瑞奖学金申请表》（http://www.studyathit.cn/en/academic/program/view?id=20），填写后向所在院（系）提出申请，所在院（系）评审，经本科生院或研究生院审核，上报国际教育学院评审。
2、尚未在我校的留学生需下载《哈工大外国留学生庆瑞奖学金申请表》（http://www.studyathit.cn/en/academic/program/view?id=20），，填写后与申请材料一同邮寄至哈尔滨工业大学国际教育学院，由国际教育学院组织专业所在院系、研究生院进行评审。
3、申请人条件或申请材料不符合规定和要求的，视为申请无效，不予受理。所有申请材料不予退还。
八、奖学金申请时间
每年4月1日至5月31日,6月15日公布结果。
九、奖学金管理办法
1、享受庆瑞奖学金的留学生每个月15日至20日必须到国际教育学院签到。如不能按时签到，将停发当月奖学金且不补发。请假或休学期间奖学金停发且不补发。未经请假，无故连续三个月未到国际教育学院签到者，取消奖学金资格。
2、享受庆瑞奖学金的留学生每年需要参加国际教育学院的年度评审。通过评审者将于下一年度继续享受奖学金，评审不合格者将被取消庆瑞奖学金资格。评审时间为每年5月。
下列情况之一者，不得参加奖学金评定并取消奖学金资格：
a. 奖学金发放期间违反学校校规、中国法律；
b. 奖学金生未请假而不按时来校注册、非健康原因离校或者旷课，时间超过一个月者；
c. 每学年课程有30%的考试、考查课成绩不及格者；
d. 满足留级条件的留学生。
3、庆瑞奖学金获得者，如因个人原因不能按期完成学业，奖学金不予延长。
4、奖学金获得者因个人原因在获得奖学金后中断学业，将被视为自动放弃奖学金资格。
