第一章 总 则
第一条
为鼓励自费外国留学生勤奋学习、刻苦钻研的精神,激励外国留学生的创新能力，北京市政府和北京航空航天大学联合设立北京市外国留学生奖学金——北京航空航天大学自费外国留学生奖学金。
第二条 “自费外国留学生特别奖学金”评定工作本着“公开、公平、公正、择优”的原则进行。
第二章 奖学金奖励范围和等级
第三条 “自费外国留学生奖学金”，奖励对象为自费外国留学生,含进修生、本科生、硕士研究生和博士研究生。
“自费外国留学生奖学金”奖励等级分为特等奖、一等奖、二等奖、三等奖。一等奖、二等奖、三等奖分别减免学费的100%、50%和20%，特等奖减免学费的100%，提供部分或全部生活费，生活费标准参照中国政府奖学金生标准。“自费外国留学生奖学金”期限为一年，获奖的外国留学生由北航颁发相应的获奖证书。
第三章 奖学金类别及名额
第四条
自费外国留学生新生申请条件
（一）本科新生奖学金申请条件：
1.报考北京航空航天大学本科专业的自费外国留学生
2.遵守中国政府的法律、法规和北航的校纪、校规
3.高中学习期间品学兼优
4.入学考试成绩名列前茅者
5.未获得其他机构或组织的奖学金资助
（二）研究生和进修生新生申请条件
1.报考北京航空航天大学硕士和博士学位或申请在北航进修的自费外国留学生
2.遵守中国法律、法规和北京航空航天大学校纪、校规
3.知名大学毕业，学习成绩优秀
4.参加入学考试者入学成绩总分名列前茅
5.在所工作和学习的领域有突出成绩或有较大发展潜力
6.未获得其他机构或组织的奖学金资助
第五条
外国留学生在校生奖学金申请条件
（一）在校本科生申请条件：
1.在北京航空航天大学学习满一年的自费本科外国留学生
2.遵守中国政府的法律、法规和北航的校纪、校规
3.学习态度端正，勤奋刻苦，上学年度学习成绩优异
4.积极参加学校、院系组织开展的各类公益活动及社会实践活动
（二）在校研究生和进修生申请条件：
1.在北京航空航天大学学习满一年的自费外国留学生研究生或进修生
2.遵守中国政府的法律、法规和北航的校纪、校规
3.在近一年内有以下突出表现之一者：
（1）在本学科的国际重要学术刊物（一般应为SCI或SSCI源期刊）、国内核心刊物（一般应为EI源期刊或等同于EI源期刊）、本领域重要国际学术会议（必须ISTP收录）上以北京航空航天大学的名义发表学术论文，且本人为第一作者或第二作者（此时导师需为第一作者）
（2）研究工作和论文有创新或突出成果
（3）学习态度端正，勤奋刻苦，上学年度学习成绩优异
4.积极参加学校、院系组织开展的各类公益活动及社会实践活动
第六条
凡属下列情况之一者，不能申请“自费外国留学生奖学金”：
（一）因违反中国法律、法规或北航校纪、校规受到刑事拘留、治安处罚或行政处分者
（二）无故迟到、早退、旷课或严重违反课堂纪律者
（三）在教学计划规定的课程考核中不及格者
第七条 “自费外国留学生奖学金”申请办法
符合申请条件的外国留学生向北航国际学院留学生事务办公室提交以下申请材料：
（一）由外国留学生本人填写的“自费外国留学生奖学金申请表”，申请表可到北航国际学院留学生事务办公室索取或从网站http://is.buaa.edu.cn下载。
（二）申请“自费外国留学生奖学金”的在校本科生需提供上一年度考试成绩单和相关院系或班主任推荐证明，研究生需提供全部课程考试成绩单以及各类论文发表证明、获奖证书和导师推荐信。
（三）申请“自费外国留学生奖学金”新生留学生申请时间为3月20日至5月20日,申请“自费外国留学生奖学金”的在校生申请时间为每年5月10日至5月25日。
第四章 奖学金评定
第八条
学校成立“外国留学生奖学金评定委员会”，成员由学校主管领导、教务处、研究生院、国际学院、国际交流与合作处和财务处等相关部门负责人以及相关学科的专家教授组成。学校主管领导为委员会组长，国际学院负责人为委员会副组长和秘书长，负责奖学金的日常事务。
第九条
外国留学生奖学金评定委员会秘书处对申请者的资格、申请条件和申请材料进行认定、初评，并提出初评意见报学校外国留学生奖学金评定委员会审定。
第十条
外国留学生奖学金评定委员会根据秘书处的初评意见和申请材料进行评审，必要时可通知申请者面试，最终确定获得奖学金学生的名单，并由评定委员会组长签字生效。
第十一条
获得“自费外国留学生奖学金”的名单将于每年7月公示，公示期满后以正式函件方式通知获奖学生本人。
